About the Opportunity
We have an exciting opportunity for an experienced Senior Stipendiary Steward or a Senior Steward with managerial experience with a strong equine background to join our Compliance Assurance Team within our Integrity Unit.
The primary responsibility of the Manager - CAT / Senior Stipendiary Steward is to uphold and promote the integrity of racing in Victoria through the management of the Compliance Assurance Team and its integrity programs including investigations, prohibited substance detection strategies, stable visits and surveillance, betting investigations, raceday security and Occupational Health and Safety (OHS) to ensure compliance and enforcement of rules of racing.
You will be working in collaboration with the Stewards Panel and be responsible for mentoring, training and ongoing skills development of Integrity Services team.
Critical to the success of this role is also the development and management of cooperative integrity relationships in accordance with the Integrity Services strategies.
Key responsibilities are but not limited to:
- Lead, investigations and actions in a timely and proficient manner and ensure the maintenance of accurate records
- Plan, direct and critique field operations and protocols
- Provide timely advice related to the status of investigations as required.
- Conduct and advocate cases on behalf of Integrity Services at the Racing Appeals and Disciplinary Board and other bodies as required.
- Give evidence as required at inquiries and appeals
- Prepare briefs of evidence involving the investigation, identification, collection, preparation and presentation of evidence as required at Racing
- Appeals and Disciplinary Board and other bodies as required.
- Lead and implement transparent operating procedures, policies and guidelines relevant to the integrity compliance team including;
o Investigations
o Drug control program - Provide leadership and guidance to dispute resolution and participant protection managers.
- Conduct and monitor compliance with the Rules of Racing.
- Develop and maintain minimum standards and policies to support Integrity in Victorian Thoroughbred Racing.
- Assist in the organisation and strategies for equine and human sampling.
- Educate licensed participants on the Rules of Racing
- Provide leadership and ensure development of direct report/s.
- Contribute to the development and maintenance of a strong, diverse, high performance, environment in the Integrity Team by providing effective leadership, management and development.
- Lead by example and develop, promote and maintain positive employee relations.
About You
The successful candidate will have:
- Extensive knowledge and experience of processes and practices used in investigations of a complex and sensitive nature.
- Sound knowledge and understanding of the Rules of Racing and relevant legislation
- Demonstrated extensive experience in using traditional and contemporary interviewing and other investigative techniques.
- Proven extensive knowledge and understanding of the structure and culture of the racing industry in Victoria
- Established leadership, managerial, mentoring and development skills
- Demonstrable analytical problem solving skills, the ability to assess options and identify and implement solutions
- A thorough understanding and application of the principles of procedural fairness and natural justice
- Proven capability in producing briefs of evidence and managing the conduct of processes involving hearings, appeals and inquiries
- Proven analytical and investigative skills
- Demonstrated understanding and application of prohibited substances and testing protocols
- Knowledge and application of the Occupational Health And Safety Act in association with workplace assessments in the racing industry
- Experience in developing, implementing and reviewing practical operational protocols and policies
- Exemplary communication, interpersonal, influencing and negotiation skills to interact with a diverse range of key stakeholders from across the
- Industry in a professional manner, which up-holds the integrity of racing
- Demonstrated sound organisation and planning skills and the ability to prioritise according to demands
- An impeccable record of integrity, tact, and ability to handle highly confidential and sensitive information.
